| Nataliya Kelbas | Consultant | Hemson | Nataliya Kelbas joined Hemson Consulting’s Municipal Finance practice in 2017. Nataliya completed her Bachelor of Urban Planning from Toronto Metropolitan University (TMU) and is a certified CAPM in addition to a Project Management Certificate from Chang School at TMU. In her time at Hemson, she’s completed numerous DC studies for small and large municipalities.
