The Ontario Municipal Partnership Fund (OMPF)

Announced at the 2020 Rural Ontario Municipal Association annual conference, Minister of Finance Rod Phillips has committed to maintaining the OMPF at $500 million for 2021. The Province will continue to consult with municipalities on how to better focus the OMPF on communities in small, northern and rural municipalities. 

The 2020 Ontario Municipal Partnership Fund (OMPF) allocations have been issued. The funding envelope has decreased by $5 million to $500 million, which will be distributed among 389 municipalities in Ontario. The OMPF structure remains as it was in 2019. 

The OMPF is the Province’s main general assistance grant to municipalities. The program primarily supports northern and rural municipalities across the province. Its objectives are to:

1) Recognize the challenges of northern and rural municipalities, while targeting funding to those with more challenging fiscal circumstances;
2) support areas with limited property assessment; and
3) assist municipalities that are adjusting to year-over-year funding changes.
