Introducing MFOA’s Bill 23 Municipal Tracking Sheet
In 2022, the Province passed Bill 23, More Homes Built Faster Act, 2022, which brought sweeping changes to the funding structure for development charges and community benefit charges. The municipal sector’s chief concern was that the legislation would create an imbalance between the cost of development and the revenue received from DCs and CBCs. In response, the Province committed to “making municipalities whole” for any losses related to Bill 23.

A top question for municipal finance professionals is how to quantify the changes to DC and CBC revenue since the introduction of Bill 23. MFOA has enlisted Hemson Consulting Ltd. to develop a spreadsheet for municipalities to uniformly track the changes to DC and CBC revenue. The spreadsheet will:
  1. Provide municipalities with a template to track changes from Bill 23; and,
  2. Create consistency across the municipal sector on data collection to promote advocacy efforts by MFOA.

This webinar is for municipal finance professionals who are responsible for duties under the Development Charges Act, 1997. This webinar is limited to MFOA municipal members only. You will not receive a zoom link if you are not an MFOA municipal member.

About Your Speakers:

Craig Binning
Mr. Binning is a Partner at Hemson Consulting Ltd. with over 30 years of professional consulting experience. Mr. Binning directs the firm’s municipal finance and long-range financial planning practice, and has extensive experience in public sector economic and fiscal impact modelling and analysis, cost benefit assessment, rate setting, user fee evaluation and development charges.
Mr. Binning has managed and participated in a wide range of municipal finance assignments for communities throughout Ontario, including the analysis of the long-range fiscal impacts of land use planning decisions, the provision of municipal services and the examination and quantification of municipal revenue sources including property taxes, user fees and alternative revenue sources. He has extensive experience with the Development Charges Act and has prepared many development charge studies including implementation, reserve fund continuity and policy amendments. He has given evidence and have been qualified as an expert witness before the Ontario Municipal Board, Local Planning Appeal Tribunal, and the Ontario Land Tribunal.
In addition to his consulting practice, Mr. Binning has lectured on municipal finance. Craig has taught the Municipal Finance for Planners (PLG 710) course at the School of Urban and Regional Planning, Toronto Metropolitan University (formerly Ryerson University) for over ten years. He has also been a guest lecturer on municipal finance at the University of Waterloo and the University of Toronto. Furthermore, he is frequently invited to speak at conferences on a variety of municipal finance topics. Select relevant examples of his professional experience are summarized below.

Courtney King
Courtney King joined Hemson Consulting Ltd. in early 2018. Prior to joining Hemson, Courtney graduated from the University of Toronto with a Bachelor of Commerce, specializing in Finance and Economics. At Hemson, she has been involved in a number of asset management, growth financing, and development charges studies, with a focus on technical modelling and reporting. Her work often includes the preparation and analysis of financial models, report writing and reviews of best practices

Michael Donolo
Michael joined Hemson Consulting Ltd. as a full-time Consultant with the Municipal Finance Team in May 2022 after graduating from Queen’s University with a Master of Urban and Regional Planning. Prior to joining Hemson, Michael held positions with Global Affairs Canada and the Ontario Ministry of Housing, working on a range of housing and real estate related projects. Michael’s role at Hemson is to complete analysis for various public sector clients, including Development Charge Studies, Community Benefits Charge Studies, Asset Management Plans, Municipal Fee Studies, and other municipal finance studies.
