Operationalizing and Integrating Asset Management – Part 3: Aligning Asset Management with Organizational Plans and Policies – Ontario’s Land-Use Planning Framework and Planning Act

As part of the ongoing Asset Management training series, the following outlines a NEW training session from the recently launched Asset Management Roadmap 3.0.

O. Reg. 588/17 requires asset management planning to be aligned with key organizational plans and processes. Each municipality must document which municipal goals, plans or policies their AM plan(s) support (e.g. official plan, strategic plan, master plans, etc.). They must also document a process to ensure AM planning would be aligned with Ontario’s land-use planning framework, including any relevant policy statements issued under section 3(1) of the Planning Act; Provincial plans as defined in the Planning Act; and, municipal official plans. This course provides guidance on how to document a process to align asset management processes with the Act and other organizational plans and policies.  It also touches new regulations introduced in 2024.

Andrew Mirabella, Associate Partner, Hemson
Andrew Mirabella is an Associate Partner with over ten years of professional experience at Hemson. Andrew has a comprehensive understanding of municipal user fees, asset management and development charge policy and implementation. Mr. Mirabella also has experience in other fields, including: water and sewer rate setting exercises, financial impact assessment, development planning, and growth management. Andrew is a member of both the Association of Ontario Land Economists and Lambda Alpha International (LAI).

Jaclyn Hall, Associate, Hemson
Jaclyn Hall is an Associate at Hemson. Jaclyn’s main areas of expertise includes municipal finance (e.g. development charge studies and community benefits charges), growth management policy (e.g. growth management strategy, planning policy implementation and land needs assessment) and climate change. Jaclyn has also assisted with several Ontario Land Tribunal (formally the Local Planning Appeal Tribunal and Ontario Municipal Board) hearings where she was qualified as an expert in Land Use Planning and Development Charges matters. She has also co-authored a publication for Plan Canada on funding mechanisms for building transit in Ontario and an article on climate change impacts and land use planning for Y Magazine.
