Classification of Housing & Homelessness in the FIR

The Ministry of Municipal Affairs and Housing is seeking to make changes related to housing and homelessness services data in its primary data collection tool for municipal financial information, i.e., the Financial Information Return (FIR). The intention is to ensure that the FIR better reflects the classification terms/terminology, currently in practice/use, in the municipal delivery of housing and homelessness services.

This webinar is divided into two parts as follows:

Part one [Completed]
  • Participants will be walked through the proposed changes to the FIR and discuss feedback channels

Part two
  • Participants will be provided a forum to discuss the proposed changes with their peers and Ministry staff 
  • Thursday, August 15 from 12:00 - 12:30 PM

Who Should Attend
  • Municipal finance staff members that complete or oversee the completion of the FIR.
  • Housing services staff that are involved in the delivery of the day-to-day operations of housing and homelessness services.
  • Anyone who uses the FIR for the purposes of research and analysis.

About your Panel Moderator:
Joanna Alpajaro is a CPA working as the Municipal Finance and Accountability Specialist with the Municipal Finance Policy Branch of MMAH. She has been in this role since January 2022. Previously, she worked as the Deputy Treasurer for an upper tier municipality in Southwestern Ontario, providing oversight over municipal finance and accounting systems and providing leadership and direction to department heads in the preparation of budgets, future financial projections, and capital plans. Prior to that, she worked as a municipal auditor with an accounting firm, auditing both upper and lower-tier municipalities.
