Overview:

The Reserves & Reserve Funds 101 workshop is designed to provide the attendee with a full perspective of the creation and use of reserves and reserve funds. The workshop is targeted towards those involved with capital and operating budgets, long term financial planning, and management of Development Charge Reserve Funds and Asset Management.

This workshop will focus on various elements of the Reserves and Reserve fund use including:
  • What are Reserves vs. Reserve Funds
  • Legislative Requirements
  • Current use of reserves and reserve funds in Ontario
  • Establishing Reserve and Reserve fund policies
  • Reporting Reserve & Reserve Funds (including Bill 23 and Bill 108 Requirements for Development Charges and Planning Act Charges)
  • How to determine reserve adequacy and sustainable contribution rates
  • Sampling of Best Practices in Ontario Including 3 case studies

The workshop will be examining the use of Reserve and Reserve Funds in Ontario including developing policies for the creation and maintenance of reserves/reserve funds, mandatory reporting under the Planning Act and Development Charges Act, integrating their use in long term financial planning and establishing corporate policies. Attendees will also work on some hand-on examples to develop a familiarity with the concepts and policies.

Overview:

The Writing Reserves & Reserve Fund Policies workshop is designed to provide the attendee with a full perspective of writing and creating reserves and reserve fund policies for your organization. The workshop is targeted towards those involved with capital and operating budgets, long term financial planning, and management of Development Charge Reserve Funds and Asset Management.

This workshop will focus on various elements for creating Policies for Reserves and Reserve funds including:
  • Recap of what are Reserves vs. Reserve Funds
  • Link to Legislative Requirements (including Bill 23 and Bill 108 changes for Development Charges and Planning Act Charges)
  • Establish Primary Objectives of the Policies
  • Establish Policies for use of reserves and reserve funds and Link to Capital/Operating Budgets
  • Establishing Reserve and Reserve fund policies for access to and maintenance of the funds
  • Developing Annual Reporting for Reserve & Reserve Funds
  • Interactive Development of Policies during the workshops

The workshop will provide the attendee with approaches to Writing Reserve and Reserve Fund Policies for your municipality, including approaches to creating and maintaining reserves/reserve funds. This session will also assist the writers in adjusting existing or creating new policies to mandatory reporting related to the Changes in Bills 23 and Bill 108 (affecting the Planning Act for Community Benefit Charges and Development Charges Act). Attendees will also work on example policies to develop a familiarity with the concepts and approaches. Attendees with be encouraged to advance some suggested Policies before the session and these will be worked on during the workshop.
