Asset Management Part 1

Part I of the workshop on Levels of Service for other assets will cover facilities, vehicles, and equipment. The workshop will include a presentation covering a general introduction to levels of service, an overview of relevant regulatory requirements, and applicable best practices. The presentation will be followed by interactive discussions in breakout groups where participants, with the help of a facilitator, will work with templates to begin defining a levels of service framework for the asset category of choice (facilities, vehicles, or equipment).

What You will Learn:
The interactive workshop will help participants Develop a levels of service framework for facilities, vehicles, and equipment. Participants will work in small breakout groups to complete/customize templates with help from workshop facilitators. Beyond developing Levels of Service measures and metrics, the workshop will cover data collection, documentation, and setting targets.

Who Should Attend:
Local government staff that are responsible for asset management planning, particularly the development of a levels of service framework for facilities, vehicles, and equipment.

About your Presenter:
Peter Simcisko is a managing partner with Watson & Associates Economists Ltd. and leads the firm’s asset management practice. He has assisted numerous municipalities with preparation of asset management policies, municipal action plans, asset management software implementations, and preparation of comprehensive asset management plans. Peter has undertaken a number of presentations related to asset management at conferences, including the Municipal Finance Officers’ Association of Ontario (MFOA), the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO), and the Canadian Network of Asset Managers (CNAM). Since joining the firm in 2013, Peter has also assisted numerous municipalities with development charges studies, water, wastewater, and stormwater rate studies, water financial plans, and user fee studies.

Asset Management Part 2

Recreation, Improvements to Land and Natural Assets
Municipal infrastructure assets act as a conduit for the services that municipalities offer. An arena or playground provides a recreational service, by supporting community programs. Trees, trails and planted flowers enliven communities, providing aesthetic values. These non-core assets are vital to a community’s wellbeing, and will be a key components of the 2024 O.Reg. 588/17 requirements. Municipal staff will have the flexibility to decide what metrics they want to track against these type of assets, and they need to be equipped with the knowledge and tools to decide effectively. A well-designed levels of service framework can support decision-making and better communicate service performance to residents.

How are your levels of service impacted by the cost, performance, and risk of your assets? What are some practical and useful level of service metrics for recreation, land improvements, and natural assets?

Who Should Attend:

Asset Management Part 3

Part III of the course on Levels of Service for other assets will cover a range of other assets not covered through previous sessions (e.g., IT hardware, software, trees, signs, etc.).

What You will Learn:
The webinar will cover the following:
  • Process for developing a levels of service framework with examples for a variety of assets not covered through previous sessions.
  • Lessons learned from the development of LOS for core assets
  • Importance of and strategies for collecting, documenting, and maintaining data to facilitate LOS tracking and reporting
  • Strategies for identifying LOS targets and linking them to lifecycle management strategies

Who Should Attend:
Local government staff that are responsible for asset management planning, particularly the development of a levels of service framework for a variety of asset classes, including computer hardware/software, trees, and signs.
