Development charges are used to recover the capital costs associated with residential and non-residential growth within the municipality. Municipalities are empowered to impose these charges via the Development Charges Act. MFOA advocates for a municipality's ability to use development charges as growth should pay for growth. Legislation related to development charges should be flexible and permissive to recognize specific circumstances that different municipalities face with development projects.
