Amendments to the strong mayor framework include amendments to O. Reg. 530/22 under MA and O. Reg. 529/22 under COTA to limit outgoing heads of council in designated strong mayor municipalities from proposing the municipal budget for the year immediately following a regular municipal election. Additionally, clarifies that lame duck provisions apply to HOC with strong mayor powers.
