What You Need To Know About Omnibus Bill 66

On December 6, 2018, the Minister of Economic Development, Job Creation and Trade put forward Bill 66, Restoring Ontario’s Competitiveness Act, 2018 (Bill 66). Bill 66 proposes a number of significant changes that could impact municipalities. This includes proposed changes to the Employment Standards Act, 2000, Labour Relations Act, 1995, the Planning Act, 1990, among 15 other Acts.

About your Speakers:

Heather Douglas
Heather Douglas is a partner at WeirFoulds LLP who has extensive experience in connection with infrastructure financing transactions undertaken by municipalities, school boards and Crown corporations. In this connection she regularly acts for the underwriting syndicates for capital markets transactions, for the fiscal agents for private placements and for municipalities and school boards directly when they finance infrastructure projects pursuant to various government loan programs. She has also acted for various financial institutions in establishing loan programs for municipalities. She regularly advises public sector entities and financial institutions on a broad range of public sector financing issues including the borrowing and investing powers of municipalities and she has advised municipalities on public-private arrangements for infrastructure projects. For more than a decade Heather was a member of the Board of Directors of a publicly traded international pharmaceutical corporation. In addition, she has also served as a member of the Board of Directors of The Canadian Council for Public-Private Partnerships.

Bruce Engell
Bruce Engell’s practice focuses on land use and environmental issues, disputes and related litigation matters. Bruce’s practice focuses on issues respecting the development, use and ownership of land, including municipal, planning, and environmental matters, title and lease disputes, industrial contamination, waste management facilities, road allowances and building permits. He has appeared as counsel in many significant court and Ontario Municipal Board matters. Bruce is the chair of the firm’s Municipal and Planning group, the co-author of the book, Remedies and the Sale of Land 2nd ed., and the editor of the firm’s Ontario Planning Practice, a two-volume annotated loose-leaf publication.
