Strategic Asset Management Policy Toolkit and O.Reg 588/17

Strategic Asset Management Policy Toolkit and O.Reg 588/17
This past December, the Province of Ontario filed O. Reg. 588/17: Asset Management Planning for Municipal Infrastructure under the Infrastructure for Jobs and Prosperity Act, 2015. The impact of this regulation on each municipality is unique and various adjustments will be required to how it thinks about its infrastructure. Is your municipality ready?

The MFOA has worked with KPMG to develop a Strategic Asset Management Policy Toolkit (Toolkit) to assist municipalities in the interpretation of the regulation and in meeting its first milestone: development and introduction of a Strategic Asset Management Policy (Policy) by July 1st, 2019.

During the webinar, MFOA and KPMG team members will provide background and context surrounding the regulation and the Toolkit, details on the Policy requirements, as well insight on how your municipality can get started. Two municipalities will share lessons learned through their experience in developing Policies using the Toolkit’s approach. The webinar is a foundational overview of material that municipalities can advance in an interactive environment during a series of Policy development workshops scheduled in the fall. The webinar and workshop combination can help to streamline Policy advancement by enabling internal resources tasked with the Policy responsibility.

What you will learn:
  • How the new regulation will impact your municipality and its approach to asset management.
  • What a Strategic Asset Management Policy is and what it is not.
  • How to get started in producing a Policy and what is involved using the Toolkit as a guide.
  • The core elements that make up a Policy and how they should interface and align with your municipality’s other strategic plans, policies and initiatives.
  • The roles, responsibilities and contributions of Council, staff and outside stakeholders in moving the Policy forward.
  • How to balance your municipality’s local context with the regulated Policy requirements to set your organization up for success.
  • Lessons learned by other municipalities in advancing their Policy.

Who should attend:
Local government leadership and staff who are responsible for asset management, accountable for adherence to municipal policies, or those who need to address the regulation’s requirements in planning and budget preparation.

Benefits of participation:
  • Appreciation for how O.Reg. 588/17 will impact asset management within your municipality.
  • Clear understanding of the Policy requirements under the regulation.
  • Insight on how to effectively engage with Council, municipal leadership, staff and stakeholders on the scope and implications of the regulation as they relate to their work.
  • Clear understanding of the Policy development process, its required inputs and supports such as the Toolkit.
  • Appreciation for how to support your municipality in maximizing the value realized through the Policy development and implementation process.
