Bill/Regulation/Review Status  Proposed Changes/Highlights  MFOA Action 
  Bill 66, Restoring Ontario’s Competitiveness Act, 2018 First Reading Carried (Dec. 6/18)       Potential changes to a number of Acts, significantly: 

Employment Standards Act, 2000: Enable employers to create agreements where employees can exceed 48 hours of work in a given week, but their hours are then averaged over a period not to exceed four weeks to determine the employee’s entitlement to overtime pay.

Labour Relations Act, 1995: Municipalities and other entities are included in the definition of non-construction employers. If passed, trade unions that represent municipal employees in the construction industry will no longer represent those employees. Any current collective agreements binding the employer to the trade union cease to apply insofar as it applies to the construction industry

Planning Act, 1990: Create a new Section 34.1 which allows municipalities to pass an open-for-business by-law. The new by-law allows municipalities to bypass several provisions, including: The Provincial Policy Statement, 2014; The Growth Plan for the Greater Golden Horseshoe, 2017; Conformity with official plans;  Height and density bonusing by-laws; Exemptions to the Clean Water Act; Consistency with any transportation planning policy statement made under subsection 31.1(4) of the Metrolinx Act, 2006; and more.

Restoring Trust, Transparency, and Accountability Act, 2018 (Bill 57 )
Royal Assent Received (Dec 6/18)
Numerous Acts have been amended with important municipal implications. Significantly, the Assessment Act, Municipal Act, 2001, Construction Act, and more.
MFOA has published a summary update of the municipal legislative impacts of Bill 57.
 Planning Act: Proposed open-for-business planning tool Comments close January 20, 2019 The province has proposed an economic development tool, the Open for Business Tool, under the Planning Act to expedite business investments and facilitate the open-for-business by-law. Monitoring
Consultation: Increasing Housing Supply in Ontario
 Consultation closes January 25, 2019 The government is developing a Housing Supply Action Plan to address barriers to new ownership and rental housing. The government is seeking input on affordable housing.
MFOA has been engaged in the consultation process and will be submitting a position.
 Consultation: Preserving and Protecting our Environment for Future Generations: A Made-in-Ontario Environment Plan  Comments close January 28, 2019
 The government is developing an Environmental Plan to protect Ontario’s land, air, and water and reduce litter and waste while lowering GHG emissions and helping communities address climate change. The government is seeking input on their proposed plan.  Monitoring
 Bill 34, Green Energy Repeal Act, 2018  Royal Assent Received, December 06, 2018
  The Bill repeals the Green Energy Act, 2009 and re-enacts various provisions of that Act in the Electricity Act, 1998. The Bill also amends various other Acts including the Planning Act and the Environmental Protection Act. The Bill provides municipalities with authority relating to the siting of green energy projects.  Monitoring
